FRESH FRUITS AND VEGETABLES (FF&V)

This contract involves the provision and delivery of fresh fruits and vegetables to 42 Defense Commissary Agency commissaries in the East Area 3 region, covering numerous states including Connecticut, Delaware, Illinois, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, Missouri, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Virginia, Washington DC, and Wisconsin. The commissaries are divided into two geographical groups: Group 1 consists of 13 stores primarily in Indiana, Kentucky, Missouri, Wisconsin, and Illinois, while Group 2 includes 29 stores across Maryland, Maine, Washington DC, Virginia, Delaware, New York, New Jersey, Connecticut, Rhode Island, and Pennsylvania. The solicitation will be issued as an all-or-none basis award per group, with evaluation and contract awards based on a best value tradeoff process. It will be a requirements-type contract with a base performance period lasting 24 months beginning December 2, 2019, followed by three optional one-year extensions. This procurement is designated as a total small business set-aside under NAICS code 311991, with a size standard of 500 employees, supported by an Individual Waiver allowing small businesses to supply products sourced from large business manufacturers. Offerors must be registered in the System for Award Management, have Electronic Funds Transfer capability, and hold a valid PACA license.
