The U.S. Embassy Rabat is seeking quotations for the delivery of diesel and gasoline under solicitation number 19M05526Q0001, with a base performance period from July 1, 2026, to June 30, 2027. The contract is structured as a firm-fixed-price, indefinite delivery/indefinite quantity vehicle, requiring the contractor to deliver a minimum of 10,000 liters each of diesel and gasoline, with a combined maximum volume of 160,000 liters over the contract term. All deliveries must be made FOB destination to the American Embassy at Km 5.7, Avenue Mohammed VI, Souissi, Rabat, Morocco, between 08:00 and 16:00 on weekdays, and must comply with strict quality standards, including zero water contamination. Any noncompliant fuel will be rejected, and the contractor is subject to a performance threshold of no more than two customer complaints per month. The award will be made using a Lowest Price Technically Acceptable methodology, where price is the dominant factor, and all non-price factors—acceptability and responsibility—are evaluated on a pass/fail basis. Quotations must be submitted electronically by May 20, 2026, at 16:00 local time to rabatgsocontracts@state.gov, and must not exceed 30MB in size. Offerors must be responsible parties under FAR 9.1, demonstrating adequate financial resources, necessary equipment and facilities, a satisfactory record of ethical conduct, and established business presence in Morocco, including a physical address and public telephone listing. The contractor must operate as a sole prime, with no subcontracting permitted, and must appoint a qualified project manager proficient in English, with a letter of intent if not currently employed. Required representations include SAM registration with a valid UEI, CAGE code, and compliance with clauses addressing whistleblower rights, equal opportunity, labor standards, trafficking in persons, Buy American restrictions, and prohibitions on certain telecommunications suppliers. Invoicing must follow FAR 32.905(e), be submitted in original and two copies to the designated payment office, and require completion of IRS Form W-14 for foreign contractors. The contract incorporates numerous FAR and DOSAR clauses regarding ethical conduct, cybersecurity, supply chain security, and financial reporting, including mandatory submission of certified financial statements for the prior two years.
