FY27 Inert Crushing at Transfer Station

The City of Prescott Public Works department is soliciting bids for the crushing and screening of two inert material stockpiles located at the Transfer Station at 2800 Sundog Ranch Road. The project involves processing approximately 19,250 tons of concrete-inert mix and 23,150 tons of asphalt concrete, concrete, and rubble into a 1-1/4 inch minus material, which must be stockpiled on-site. The contractor is responsible for providing all labor, equipment, and facilities, including the reduction of oversized materials and the separation of steel reinforcement. Performance must be completed within 90 calendar days from the Notice to Proceed, with total tonnage documented via off-of-the-belt scale evidence. The contract will be awarded to the lowest qualified bidder. Bids are due by October 1, 2026, via the OpenGov Procurement Portal and must include a proposal guarantee of at least 10 percent of the total bid price, a bidding schedule with per-ton unit rates, and a signed proposal declaration. Required submissions also include a subcontractors list, proposed staging locations, and a disclosure of any disciplinary actions from the past five years. The selected contractor must provide performance and payment bonds, a Stormwater Pollution Prevention Plan, and a quality control plan. Quality control testing must be performed by an independent geotechnical firm, and the project must adhere to AASHTO T-27 and T-11 gradation standards. Payment is based on a per-ton basis, requiring monthly pay requests with green-lined plan sheets and final payment upon submission of lien waivers and a certification of completion.
