FY27- Request for Quotation for Promotional Items- Set Aside for SBE and CBE vendors

The DC Health Benefit Exchange Authority (DCHBX) is soliciting bids to establish a Blanket Purchase Agreement (BPA) for printing, promotional items, and graphic design services to support the mission of DC Health Link. This solicitation is set aside exclusively for Small Business Enterprise (SBE) and Certified Business Enterprise (CBE) vendors under the DC Supply Schedule for Advertising, Novelties, Promotional and Specialties. The objective is to secure a qualified contractor to provide as-needed support for brand awareness and loyalty during Open Enrollment and Special Enrollment periods, as well as various outreach activations and educational conferences. The period of performance extends from the date of award through September 30, 2027. The scope of work includes strategic support for marketing and communications, as well as the production of specific deliverables such as program booklets and window cling signage. The contract requires adherence to the Service Contract Act Wage Determination No. 2005-2103, Revision 16, and mandates strict compliance with privacy and security policies, including 45 C.F.R. 155.260 and HIPAA-consistent security standards. Contractors must maintain comprehensive insurance, including employer's liability and professional liability, with a minimum A.M.Best Company rating of A-VIII. All supplies are to be delivered FOB Destination to the DCHBX office in Washington, DC. Invoicing is conducted monthly via email, and the contractor must maintain a non-discrimination policy in accordance with the District of Columbia Human Rights Act.
