Garvey Reservoir Rehabilitation Project

The Garvey Reservoir Rehabilitation Project, managed by the Metropolitan Water District of Southern California, involves comprehensive upgrades and new construction at the 142-acre site in Monterey Park, California. The primary objectives are to ensure facility reliability, improve seismic safety, and achieve compliance with the Americans with Disabilities Act and current building codes. Key technical scopes include the replacement of the reservoir floating cover and polypropylene liner, seismic retrofitting of the inlet/outlet tower and access bridge, and the replacement of five valves within the junction structure. Additionally, the project encompasses a redesign of the electrical system to provide 240-volt to 480-volt power, the installation of a new standby generator meeting EPA emission standards, and improvements to the surge tank telemetry equipment. Facility improvements also extend to the Administration Building and Water Quality Control Laboratory, featuring a new interior layout, ADA-compliant parking and restrooms, and the reconstruction of a south-side retaining wall. Site-wide upgrades include ammonia feed system improvements, roadway repairs, new fencing, stormwater control installations, and enhanced security features. Performance is scheduled primarily between September 2025 and December 2027, with a third phase occurring between January 2034 and June 2035. Contractors must adhere to strict environmental mandates, including the use of US EPA Tier 4 compliant off-road diesel equipment for engines over 25 horsepower and the use of electrically powered welders and generators. The project is subject to South Coast AQMD rules regarding fugitive dust and VOC emissions during excavation and grading activities.
