Norfolk Naval Shipyard Educational Services
Solicitation # N4215826QC022
Solicitation N4215826QC022 is a combined synopsis and solicitation for commercial items issued by the Norfolk Naval Shipyard to secure an accredited educational institution for its Apprentice Program. The government intends to award a sole-source contract to Tidewater Community College under the authority of 41 U.S.C 1901. The objective is to provide online academic instruction, a Learning Management System, and instructional support for approximately 250 students across four sessions per year. The program is a four-year hybrid initiative designed to lead apprentices toward an Associate of Applied Science degree and a Trade Technician Career Studies Certification, with specific courses covering technical drawing, basic technical math, science in the workplace, and OSHA-compliant industrial safety. The contract structure includes a base period from January 11, 2027, to January 10, 2028, and one option year extending to January 10, 2029. A 15-day phase-in period is required for a seamless transition. Pricing is based on a firm-fixed-price structure across several CLINs for FY 2027 and FY 2028, covering general apprenticeship programming and high-cost technical course fees. The primary place of performance is the contractor's online system, though any physical classrooms must be within a 25-mile radius of the shipyard. Key requirements include accreditation by a U.S. Department of Education recognized agency and compliance with Department of Labor standards. The contractor must maintain a Quality Assurance Program and adhere to strict security and privacy regulations, including the Privacy Act and SECNAVINST 5510.36A. Quotes must be submitted by September 25, 2026, at 3:00 PM EST and must include a signed statement of technical capability to be eligible for award.

Hispanic-Serving Institutions Education Grants Program
Solicitation # USDA-NIFA-HSI-011903
The Hispanic-Serving Institutions Education Grants Program, administered by the National Institute of Food and Agriculture under the Department of Agriculture, provides approximately 30.6 million dollars in funding to strengthen the capacity of HSIs to deliver education, applied research, and community development programs in food, agriculture, natural resources, and human sciences. Individual awards range from 25,000 dollars to 1.2 million dollars, with specific bridge grants available between 100,000 and 200,000 dollars. Eligible institutions must maintain at least 25 percent undergraduate full-time Hispanic enrollment and meet specific federal criteria regarding accreditation, need-based assistance, and expenditure levels. While only HSIs may apply, the funded projects must benefit the entire institutional population rather than exclusively the Hispanic population. Applications must be submitted via Grants.gov by December 3, 2026, and must reflect a 48-month project period. The evaluation process consists of an initial administrative screening followed by a scientific peer-review based on five equally weighted criteria: potential for advancing education quality, proposed approach and cooperative linkages, institutional capability, qualifications of key personnel, and budget cost-effectiveness. Required documentation includes a project narrative limited to 20 double-spaced pages, a data management plan, a two-page mentoring plan, and a certification letter signed by the institution's Authorized Representative. All attachments must be submitted in PDF format.

Limited Competition: Institutional Development Award (IDeA) for Clinical & Translational Research (CTR) (P30 - CT Optional)
Solicitation # PAR-27-056
The Institutional Development Award (IDeA) for Clinical and Translational Research program is a National Institutes of Health initiative designed to expand biomedical research capacity in states that have historically received low levels of NIH funding. This limited competition funding opportunity offers two distinct programmatic tracks to address diseases and health challenges prevalent in these specific regions. The IDeA CTR Development track focuses on enhancing infrastructure and workforce development at individual health research organizations with limited clinical research capacity. Alternatively, the IDeA CTR Network track supports statewide or multi-state networks of organizations to expand existing infrastructure, coordinate clinical research activities, and improve the ability to design and implement competitive research programs. Applications for this solicitation are subject to a standard NIH peer-review process, and only meritorious submissions will be considered for funding. The program is managed by the National Institutes of Health under the Department of Health and Human Services. Interested organizations must review specific eligibility requirements outlined in the solicitation before applying. The response deadline for this funding opportunity is May 30, 2029, and inquiries can be directed to the National Institutes of Health point of contact via the provided email or telephone information.

The National Geospatial-Intelligence Agency (NGA) is conducting a full and open competition under solicitation HM047626R0005 to establish multiple five-year Blanket Purchase Agreements (BPAs) for the delivery of undergraduate and graduate level GEOINT training courses in a condensed format to the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG), and other U.S. and foreign government entities. The requirement is governed under FAR Part 12 for commercial items and aligned with NAICS code 611310, though non-NAICS vendors may still submit proposals as prime contractors. Offerors must be regionally accredited by a CHEA-recognized body and either accredited by the United States Geospatial Intelligence Foundation or in good standing with the University Consortium for Geographic Information Science. The contract spans a five-year period from June 17, 2026, to June 16, 2031, with a possible six-month extension under FAR 52.217-8, and performance will be delivered to Springfield, Virginia, under FOB Destination terms. Proposals must be submitted electronically via email to designated NGA points of contact by the revised deadline of May 1, 2026, and must be structured into four volumes: Technical, Past Performance, Security, and Price, with strict formatting, page limits, and file type requirements. The Technical volume includes mandatory sections on accreditation, management approach, course list compliance using Government-provided templates, and Section 508 accessibility, and is weighted most heavily in evaluation, followed by Past Performance, with Price being the least significant factor in a best-value trade-off decision, not LPTA. Contractual compliance requires adherence to FAR clauses addressing equal opportunity, labor standards, cybersecurity (Alternate I of 52.204-30), trafficking in persons, changes, and whistleblower protections, with mandatory compliance with NGA-specific security protocols including HSPD-12 background checks for personnel handling CUI, strict access controls, prohibition of electronic devices in secure spaces, and restrictions on foreign nationals without prior approval. Invoicing must be conducted exclusively through the Invoice Processing Platform (IPP), and all submissions must comply with DoD logistics standards for labeling and packaging, implying alignment with MIL-STD-129, though explicit references are absent. Offerors must provide a Unique Entity Identifier (UEI), C
