NASPO Commercial Card Services
Solicitation # 03926
The Washington State Department of Enterprise Services, in partnership with the National Association of State Procurement Officials, is conducting a pre-solicitation process via Request for Information 03926 to establish a Cooperative Purchasing Master Agreement for Commercial Card Services. This initiative seeks industry feedback on draft solicitation documents to refine requirements for a national program. The scope of services encompasses a wide array of payment solutions, including purchase cards, travel cards, virtual and single-use cards, integrated one cards, declining balance or managed spend cards, emergency cards, and electronic payables. The procurement process focuses on gathering data regarding card technology, reporting capabilities for various entity types such as K-12 and higher education, and the ability to interface with e-procurement systems. Evaluation criteria for the future solicitation will include non-cost factors such as data security, AI governance, fraud prevention, and cyber incident response, alongside a bid price structure involving rebates and incentive shares. While the current RFI phase is for research purposes and will not result in immediate contract awards, the final competitive solicitation is expected to be released in January 2027, with the intent to award a contract to the highest scored, responsive, and responsible bidder.

The General Services Administration (GSA) is hosting a Lodging Industry Outreach Day on November 14, 2008, from 10:00 am to noon at their office in Crystal City, Virginia. The event aims to discuss and advance GSA’s effort to acquire an outsourced lodging program delivering traveler-preferred hotel options that are FEMA compliant, located conveniently, and offered at fair prices. This program, operating under the FedRooms brand for approximately three years, currently includes over 6,500 participating hotels but has not reached its full potential in terms of utilization. The government estimates an annual consumption of 22 million room nights, largely tracked through SmartPay travel card transactions, and the meeting seeks to explore strategies to increase usage to maximize savings and improve service benefits. Attendees are required to RSVP for security clearance and a smooth check-in process, with a dial-in option available for those unable to attend in person. The outreach event is part of a sources-sought notice under solicitation number QMAD-CY-060002-N, managed by the GSA’s Office of Acquisition Operations. The contract relates to NAICS code 522210 and is intended to establish an outsourced lodging program either through the GSA Schedule 599-3 or an open competition, focused on a consumer market-driven model that can generate revenue sufficient to fund necessary resources. Contracting officers Craig D. Yokum and Rebecca Koses are the primary points of contact for this procurement. The program reflects GSA’s commitment to streamlining government travel lodging options by fostering partnerships with quality lodging providers while ensuring cost-effectiveness and compliance with federal requirements.
