THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO STRYDER CORP. (HANDSHAKE) FOR AN ENTERPRISE HANDSHAKE PREMIUM SAAS SUBSCRIPTION



The Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Human Resources Directorate (HRD), intends to perform a sole source award to Stryder Corp. (Handshake) for an enterprise Software-as-a-Service (SaaS) subscription to Handshake Premium. The HRD requires an enterprise talent acquisition and digital recruitment platform to execute centralized early-career sourcing, targeted outreach, and strategic recruiting campaigns across national higher-education networks in support of select Department of Defense/War Components, the Joint Staff, the Military Departments, the Office of the Secretary, Congress, and the Executive Office of the President. The required package includes 20 Recruiter Seat Licenses, the Handshake Talent Engagement Suite for direct outreach campaigns, the Advanced Brand Page, the Advanced Insights & Reporting Dashboard (Handshake Insights), and Expert Assist Service onboarding and technical support. The anticipated award will be made under the authority of 41 U.S.C. § 1901 under the procedures of Revolutionary FAR Overhaul (RFO) 12.201-1, “Simplified procedures.” Handshake is the only vendor that can meet HRD’s requirements as it maintains proprietary, exclusive enterprise partnerships across a national network of more than 1,400+ accredited higher-education career centers spanning all 50 states. Handshake holds exclusive intellectual property and proprietary code rights to its multi-school management system, student interface, and candidate engagement architecture. Furthermore, Handshake maintains no authorized third-party resellers, distributors, or channel partners, and sells enterprise software subscriptions directly to federal government entities.



This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capability for this scope of work by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil with a PDF file, referencing notice of intent number TB071520261025, no later than 10:00 A.M. ET, September 14, 2026. All information submitted should support the offerors’ capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
