The contract requires a qualified small business contractor to provide comprehensive mortuary services including the transportation, preparation, embalming, dressing, casketing, and interment of remains for eligible deceased military personnel, all in strict compliance with DoD and Air Force regulations including DAFI 34-160. The contractor must supply all personnel, equipment, facilities, transportation, and materials necessary for these services with the exception of Government-furnished property and services. Key requirements include mandatory state licensure as both a funeral director and embalmer, physical presence within 50 miles of Hanscom AFB in Massachusetts, and the establishment of appropriate refrigeration capabilities within 30 days of award. Services must be initiated no later than 12 hours after notification of remains pickup, and all operations must adhere to strict privacy, security, and safety protocols, including private, access-controlled embalming suites and compliance with OSHA standards, AFOSH guidelines, and federal regulations for regulated waste handling and medical supply packaging. The BPA has an ordering period from June 2026 through June 2031 with the possibility of unexercised options, and pricing is governed by a detailed pricelist covering specific line items such as remains transfer, embalming, casketing, cremation, and related logistics. Proposals must be submitted by June 30, 2026, and will be evaluated under a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptance is a mandatory pass/fail gate. To pass, offerors must demonstrate a complete, specific technical approach confirming their understanding of all PWS requirements, including qualifications, facility readiness, service timelines, and regulatory compliance such as adherence to ANSI/ISEA Z308.1-2015 standards for first-aid kits and FDA labeling of medical supplies. A Quality Control Plan must be submitted within 30 days of award, and the contractor is required to conduct a kickoff meeting within five business days of contract award.
