The HRSAP Operational Survey Support contract, solicitation number H98210-11-R-0037, is a sole-source, indefinite delivery/indefinite quantity award granted to the incumbent, Data Research Corporation. Managed by the Defense Human Resources Activity under the Department of Defense, the contract falls under NAICS code 541910. The primary objective is to provide the Defense Manpower Data Center with essential services to collect, tabulate, and analyze critical survey data, specifically focusing on the Status of Forces and Well Being surveys. This procurement was justified as a sole-source award under authority 10 U.S.C.2304(c)(1) and FAR 6.302-1 due to urgent operational requirements, leadership turnover, and the impracticality of onboarding a new contractor for a short one-year duration. While this specific action ensures immediate continuity of operations, the agency intends to pursue a competitive multi-year IDIQ for future procurement needs. The administrative point of contact for this effort is Melanie C. Thornsbury, based in Alexandria, Virginia.
