Workforce Solutions Borderplex is soliciting proposals for a pilot project to provide Industry and Workforce Support Services. The objective is to implement an integrated model that combines strategic industry engagement, field-based employer outreach, employer operations support, and workforce system coordination to better align employer demand with available workforce resources. The anticipated contract start date is December 1, 2026, with a maximum term of 48 months and initial funding of up to 300,000 dollars. Proposals must be submitted electronically via the Beacon portal by 2:00 p.m. MST on October 13, 2026. The contract will be awarded based on best value, using a 100-point scoring system where a minimum of 70 points is required for qualification. Key evaluation factors include organizational experience (30 percent), approach to the integrated scope (20 percent), staffing plan (15 percent), and industry knowledge (15 percent), with additional points for reporting and cost. A 5 percent tie-breaker preference is available for certified VetHUB businesses. Selected contractors must maintain specific insurance coverages, including general liability of 500,000 dollars per occurrence and statutory workers compensation. Key deliverables include monthly activity reports due by the 10th business day of each month and a requirement to acknowledge employer inquiries within one business day.
