The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), invites industry partners to participate in an Industry Day focused on future projects at MOTCO. The Industry day will provide information on upcoming projects, seek technical information/solutions and seek input on current emerging acquisition strategies and project delivery methods. This event is intended to foster open dialogue between industry and USACE regarding technical solutions and innovative approaches to design and construction procurement.


BACKGROUND


The installation is composed of an approximately 4,197-acre (ac) Mission District and an approximately 115-ac Administrative District, which are connected by a stretch of Port Chicago Highway. The Mission District also includes 2,045-ac in offshore islands which are not part of the study area. The MOTCO installation lands were formerly Navy lands within Naval Weapons Station Seal Beach Detachment-Concord (NWSSBD-Concord). On October 1, 2008, the Mission and Administrative Districts properties were transferred from the Navy to the Army.  MOTCO is a power projection installation due to our strategic seaport supporting the Pacific Command (PACOM).  MOTCO provides strategic support through Ammo missions and delivers large combat readiness support to ensure lethality.


While the Government intends on providing project information on future acquisitions, the Government is also looking for technical solutions and direct feedback from industry to help shape future acquisition strategies and solicitation approaches.


EVENT OBJECTIVE


This Industry Day is designed to provide industry with a platform to:


  • Gain insight on future projects and workload at MOTCO.
  • Discuss successful implementation strategies, challenges, and risk mitigation approaches.
  • Offer feedback on technical solutions to enhance construction efficiency.
  • Provide recommendations on solicitation structure, evaluation criteria, partnering practices, and contract administration considerations.
  • Offer feedback that may inform future USACE acquisition planning and solicitation development.

There will be two sessions of the industry day.  The first session will include a MOTCO program presentation. All interested parties are invited to attend the presentation 8:00 AM (PDT) on Thursday August 6, 2026. This presentation is expected to last approximately one hour.


The second session will include meetings with individual interested parties.  In these one-on-one meetings, USACE will solicit comments and feedback on the individual project questions.  If you would like to participate in a one-on-one session, please indicate on the link below and tell us which project you would like to discuss. We will coordinate a time with your company following session one.
