Industry Day: Vandenberg Space Force Base (VSFB) Various Spaceport of the Future (SOTF) and Sentinel Projects - Progressive Design-Build (PDB) and Construction Management at Risk (CMAR) using Other Transaction Authority (OTA)

This is a SPECIAL NOTICE for information and planning purposes only to announce an Industry Day regarding upcoming competition for USACE Los Angeles District Progressive Design-Build (PDB) and Construction Manager at Risk (CMAR) projects under 10 U.S.C. § 2808a Other Transaction Authority (OTA) at Vandenberg Space Force Base.

The purpose of this notice is to provide interested parties with preliminary project information, an overview of the anticipated acquisition strategy, and an opportunity to ask questions and provide feedback during Industry Day prior to the release of the Program Solicitations.

This notice does not constitute a solicitation or request for proposals and does not obligate the Government to issue a solicitation or award an agreement. No agreement will be awarded as a result of this notice. The Government will not reimburse any costs incurred by interested parties in connection with participation in Industry Day or submission of related questions or feedback.

The U. S. Army Corps of Engineers, Los Angeles District (SPL) has been tasked to solicit and award FY28 PDB and an FY27 CMAR military construction OTAs for Vandenberg Space Force Base (VSFB) in Santa Barbara County, California.

Project Scope:

The MILCON project work, briefly described below, includes but is not limited to, the following:

The scope of work spans multiple facilities at VSFB. The work includes comprehensive infrastructure modernizations, including extensive renovations (complete floor-to-ceiling modernizations, plumbing replacements, capacity expansions, etc.), creation of new
administrative and collaborative spaces, horizontal improvements of roads, infrastructure, utility and telecommunication lines, as well as the creation of an Entry Control Facility and a Consolidated Air Traffic Control Tower, Fire Station, and Base Operations facility.

The Government invites interested parties, either singularly or as part of an assembled team, to participate in Industry Day. The anticipated North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction.

The total estimated magnitude of all these projects is: $375 million.

The total contract performance period is estimated at TBD calendar days.

This notification is servicing the following five (5) Projects:

Project Title: Consolidated Air Traffic Control Tower, Fire Station 41, and Base Operations

Project Title: Sentinel Re-Entry Vehicle Facility (RSRV)

The aforementioned projects will be combined and awarded into the following OTA agreements:

• #1. OTA-PDB: Telecom, SLC5 and ECF will be awarded as one agreement.
• #2. OTA-PDB: ATCT will be awarded as one agreement.
• #3. OTA-CMAR: ReEntry Vehicle Facility will be awarded as one agreement.

It is NOT the intent to award all three of the above-mentioned agreements to one party. All agreements will be awarded to the most qualified candidates.

Minimum capabilities required include previous experience of projects similar in magnitude and in complexity.

Industry Day

a. The U. S. Army Corps of Engineers intends to conduct an Industry Day on 22 October 2026 at 09:00 AM Pacific Daylight Time to provide an overview of the anticipated project, acquisition strategy, and anticipated requirements. This event will provide interested parties with an opportunity to gain additional insight into the proposed Progressive Design-Build (PDB) and Construction Management at Risk (CMAR) approaches under the Other Transaction (OT) framework, ask questions, and provide input in advance of the release of the program solicitations.
b. General questions from industry participants will be permitted during the Industry Day; however, all discussions and responses provided during the event are considered unofficial and are for informational purposes only. Statements made during the Industry Day do not constitute a commitment, authorization, or binding guidance related to the future Program Solicitation. Official Questions and Answers (Q&A) will be accepted and addressed following the release of the Program Solicitation.

This Industry Day will be conducted in person at Courtyard by Marriott, 1605 Calle Joaquin Road, in San Luis Obispo, California 93405, phone (805)786-4200. Parking onsite is $15.00. The event will run from 9AM – 5PM. Check-in for the event will commence at 8:00 AM. Breakfast/Lunch will not be provided.

Acquisition Strategy (Pre-Award)

The USACE anticipates using a streamlined competitive selection process:

• Step 1 - White Papers: Interested parties will submit a Statement of Qualifications. The Government intends to down-select up to three Companies to proceed to Step 2 for each agreement.
• Step 2 - Pitches: Selected Companies will participate in pitch meetings. One company will be selected for each of the three (3) proposed agreements to proceed with agreement negotiations. The specific award and post-award procedures for the Progressive Design-Build (PDB) and Construction Manager at Risk (CMAR) agreements will be addressed in each of the Program Solicitations.

Award

These agreements will be awarded to the most qualified businesses to provide design development, preconstruction services, and construction. Post-award Phase 1 includes Design and Pre-construction services, and Post-award Phase 2 includes the final design and construction. The specifics about the award process will be explained in full at the Industry Day.
