Caltrans proposes to install back plates with yellow retro-reflective borders on existing traffic light signal heads at 39 various locations on the 15, 74, and 79, in Riverside County. Upgraded back plates are being installed to enhance driver visibility during various adverse conditions. Retro-reflective sheeting may also be used, as needed. All work will be performed within Caltrans right of way (R/W). Purpose: The purpose of the project is to install back plates with yellow retro-reflective borders on various existing traffic light signal heads. These upgraded back plates enhance the visibility and provide greater clarity of traffic light signals for motorists and pedestrians, especially during contrasting low-visibility conditions (i.e. Sun reflection), night-time hours, adverse weather, and power outages including Public Safety Power Shutoff (PSPS) events, making the illuminated traffic signal indicators stand out more clearly. Need: Non-reflective traffic light signal indicators are less distinguishable during low-visibility and adverse conditions. By improving traffic signal visibility, upgraded traffic signal back plates may help increase driver awareness, improve intersection safety, and reduce the potential of traffic collisions.
