AI Contract Overview
The Air Force Research Laboratory’s 711th Human Performance Wing at Wright-Patterson Air Force Base intends to award a sole-source contract to KBR Wyle Services, LLC for the operation and maintenance of the Centrifuge and Research Altitude Chambers (C/RAC) to support high-G and high-altitude physiological testing critical to pilot training and research, development, test, and evaluation programs. The requirement, classified under NAICS code 541330 for Engineering Services, is justified as non-competitive under FAR 6.302-1 because KBR Wyle is the only contractor with the unique, non-transferable institutional knowledge, specialized personnel certifications, and hands-on operational expertise developed over 15 years at the facility. The contract includes a 12-month base period with four optional 12-month extensions and must be fully operational by October 1, 2026, to ensure uninterrupted support for mission-critical testing. Personnel must meet rigorous standards including USAF Aerospace Physiology Officer certification, three years of direct C/RAC experience for Crew Chiefs, and the ability to perform maintenance without formal procedures, relying on undocumented, on-the-job knowledge. Medical clearances equivalent to flight physicals and third-party aerospace medical provider contracts are mandatory and cannot be established by new contractors without unacceptable delays. The Performance Work Statement is Controlled Unclassified Information, and only responses received by May 29, 2026, via email with the specified subject line and approved file formats (.PDF, .docx, .xlsx, etc.) will be considered. The contract structure is Cost Plus Fixed Fee and Cost-No-Fee, with no defined monetary value but significant transition risks estimated between $2.1M and $3.2M if another contractor were to assume the work. Inspection and acceptance occur on-site at Wright-Patterson AFB, governed by FAR, OSHA, and USAF-specific protocols, with final authority resting with the government. No set-aside or competitive procurement is planned, and the award is predicated solely on the impossibility of achieving operational continuity without KBR Wyle’s incumbent capabilities.
