The Mission and Installation Contracting Command - Lee (MICC-Lee) intends to issue a six-month sole source extension, by exercising the option through FAR Clause 52.217-8, Option to Extend Services, to Advanced Technology Logistics, Incorporated, contract number W91QF5-15-C-0013, for the Directorate of Human Resources, Adjutant General Services, under the authority 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(iii)(B). Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor shall continue to support the DHR-AG's mission to support Soldiers, Family members, Civilians and Retirees through installation services and programs such as but not limited to in-processing, out-processing, processing military personnel actions, promotions, awards, reassignments, orders, transitioning from inactive to active services and back, issuing DD 214s, retirement services and ID Cards during the option period. This action is not associated with a competitive proposal. As a result of delays in the procurement process for the follow-on contract, the previous strategy of awarding a new contract by the end of the current period of performance on October 15, 2017 is no longer feasible. The extension is required in order for the Government to conduct adequate acquisition planning and competitively award the follow-on contract. This notice is neither a request for a competitive proposal nor a solicitation for offers. A determination by the Government to not compete this requirement is not based on responses to this notice but is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. Responses will be considered if received by 3:00 PM, 22 September 2017. The competitive action to follow will be awarded under full and open competition. There will be two notices regarding the competitive action; a special notice/sources sought and the pre-solicitation notice, both numbered W911S0-18-R-DHRAG. Since the first of these notices was posted as a special notice/sources sought on September 8, 2017, responses and inquiries regarding the upcoming competitive solicitation may be sent as a response to that notice. The DHR-Adjutant General support services new contract is expected to be awarded by March 15, 2018.

Remote Site Feeding SupportThe contract entails the provision of mobile food service support for field training exercises and remote military units, requiring full-service meal operations including transportation, setup, meal preparation, and breakdown using specialized mobile kitchen units. The work must be conducted at or near Montgomery, Alabama, with a NAICS code of 722310 indicating it falls under food service contract activities, and is structured as a subcontract under the Department of Defense, specifically managed by W6QM Micc-Fdo Ft Eustis. The contractor is responsible for delivering nutritious, safe, and timely meals in austere environments, ensuring all logistics from equipment transport to sanitation compliance are met without disruption to training schedules. This effort supports operational readiness by sustaining personnel in remote or mobile locations where traditional dining facilities are unavailable. The performance location is designated as 36104, suggesting the primary focus is on activities within or near Montgomery, though operations may extend to surrounding training areas. The contract does not specify a solicitation number or set-aside status, and while no point of contact is listed, the posting date indicates the opportunity was made available in June 2026, with the possibility of award and performance beginning shortly thereafter. The scope demands high reliability, compliance with military food safety protocols, and the ability to rapidly deploy and dismantle kitchen systems under dynamic field conditions.
