AI Contract Overview
The United States Air Force, through AFLCMC/PZIBA at Wright-Patterson Air Force Base, Ohio, intends to award a sole source contract to Elements IV Interiors for the acquisition and installation of a comprehensive furniture package to modernize outdated furnishings in Facility 20016 that no longer support mission functions. The procurement encompasses Conference Tables, Buffet Credenza, Seating, Break Room Furniture, Glass Boards, and Flooring, all required to meet specific design and performance standards outlined in the Statement of Work and referenced site plans. This action is justified under FAR 12.102(a) due to a prior competitive solicitation, FA8601-26-Q-0046, which received seven quotes but resulted in only one technically acceptable offeror—Elements IV Interiors—after rigorous evaluation, making this a Lowest Price Technically Acceptable (LPTA) award. The NAICS code for this acquisition is 337214, with a size standard of 1,100 employees, and the contractor must be registered in SAM.gov prior to award. Performance is limited to Facility 20016 at Wright-Patterson AFB, Ohio, with all work to be completed within 160 days of contract award, inclusive of site visits, material selection, lead time, installation, and inspections. The contractor is responsible for all aspects of delivery, assembly, storage (up to 30 days), and disposal, adhering to strict environmental controls, waste recycling requirements, and base access protocols including entry through Gate 26A under WPAFB AFI 31-101. All personnel must comply with REAL ID Act identification requirements, be authorized dealers of the proposed furniture manufacturer, and follow OSHA Voluntary Protection Program guidelines. Telecommunications integration requires compliance with 88 CS standards including port labeling, pre- and post-testing, and no abandon-in-place cabling, with installation drawings and test results submitted three days prior to inspection. Final acceptance depends on successful walkthroughs with the Government Project Manager and Contracting Officer, submission of owner’s manuals, warranty documentation, assembly and care instructions, special tools, and red-line updates to 88 CS drawings. Payment is processed via WAWF only after closure of all punch list items and receipt of a final invoice and AutoCAD installation file. Responses to the intent to sole source must be submitted by 12:00 pm ET on Tuesday, June

Full Description
INTENT TO SOLE SOURCE
The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a comprehensive furniture package to update outdated furniture that no longer supports mission functions in Facility 20016. This project requires the following product types: Conference Tables, Buffet Credenza, Seating, Break Room Furniture, Glass boards, and Flooring.
The Government intends to solicit and negotiate with only one source under the authority of RFO 12.102(a). The Contracting Officer has determined that only one source is reasonably available: Elements IV Interiors.
This proposed procurement will be a Sole Source under North American Industry Classification System code (NAICS) 337214 – Office Furniture (except Wood) Manufacturing, with a size standard of 1100 employees.
The proposed source is Elements IV Interiors, 3680 Wyse RD, Dayton, Ohio 45414.
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within 5 (five) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with RFO 12.102(a), the reason for lack of competition is as follows: A competitive solicitation, FA8601-26-Q-0046, was conducted that yielded only one technically acceptable offeror. On 07 May 2026, the solicitation was originally posted on SAM.gov with responses initially due on 22 May 2026. The response date was extended to 27 May 2026. A total of seven (7) quotes were received. On 01 June 2026, five of the quotes were submitted for technical evaluation, and on 02 June 2026, the Government was notified that only Vendor B (Elements IV Interiors) had passed. On 03 June 2026, the two remaining proposals were evaluated and neither passed. This makes the effort a sole source contract action. Price is considered fair and reasonable based upon lowest price technically acceptable.
The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for contracts issued after 29 May 2012. You may contact SAM at 866-606-8220. SAM website: www.SAM.gov.
The contact for this acquisition is Dametria Walder. Any information should be e-mailed to dametria.walder@us.af.mil no later than 12:00 pm ET (Wright-Patterson AFB) Time, Tuesday, 23 June 2026. Only inquiries/information received by this date will be considered.
