The Treasury Common Services Center, acting on behalf of the Office of Financial Research and the Financial Stability Oversight Council, intends to award a sole source contract to Real Capital Analytics, Inc. for annual subscription access to its proprietary financial data products, as no other vendor possesses the unique, patented technology and datasets required to fulfill this mission. The acquisition supports the statutory mandate under the Dodd-Frank Act to deliver an annual assessment of the U.S. financial system and requires licensed access for up to ten users to three core data offerings: Mortgage Debt Intelligence, which links properties, loans, borrowers, and lenders to identify distress signals; Capital Trends, providing monthly and quarterly analyses of U.S. and global commercial real estate markets; and comprehensive transaction, investor, and trends data for office, retail, industrial, multifamily, and hotel sectors, including advanced mapping, analytics tools like TrendTracker and the Commercial Property Price Indices, and export capabilities. The contract will have a twelve-month base period with four optional twelve-month extensions, and the total value will remain below the simplified acquisition threshold. Responses must demonstrate technical capability to provide the exact content described, including a capabilities statement not exceeding five pages that outlines the company’s standard business, current customers for the required data, and confirmation of business size and UEI number. Content must be available via open market or government contract vehicle, and submissions are restricted to Microsoft Office or Adobe formats, excluding executable, compressed, or script files. All responses must be submitted electronically by June 25, 2026, to the designated email, with no telephone inquiries accepted and no solicitation documents available. The government retains full discretion to determine whether any competing response offers a more advantageous solution; if none does, the award will be made without competition to Real Capital Analytics, Inc.

INTENT TO SOLE SOURCE

Real Capital Analytics Database

#SS-OFR-26-036

The Treasury Common Services Center (TCSC), on behalf of The Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to contract with Real Capital Analytics, Inc., 7 World Trade CTR, 49th Floor, New York, NY 10007,  on a sole source basis. There is no competitive vendor or regulatory agency that provides these datasets. The proposed Contractor developed and owns the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition.

OFR requires annual subscription access for up to 10 licensed users for the following RCA data products:

(1) Mortgage Debt Intelligence (MDI) - The largest linked, searchable database of properties, loans, and their borrowers and lenders in the industry. MDI allows you to find and understand distress and gives you the tools to track from the very first signs of trouble, or even potential trouble, through to resolution. RCA links to true ownership, providing comprehensive insights on distress for any investor, lender and market.

(2) Capital Trends - US Capital Trends is a monthly edition comprising an overview of the U.S. market and separate reports on the five main property types. Asia Pacific, Europe and Global Capital Trends are published quarterly.

(3) US, Transaction, Investors and Trends for office, retail, industrial, multifamily, hotels with export and PDF capabilities.

 - Transactions: Identify nearly every transaction worldwide with our new advanced mapping and search technology. RCA's ‘Holdings’ dataset allows you to identify those properties currently held by entities that might not have transacted during your designated time period.

 - Investors: Prospect and research owners, active investors and their relationships with business partners and lenders in any market with links to their transaction history and current holdings.

 - Trends: Access our regular series of analytical reports and insights through our blog, as well as several powerful analytics tools such as TrendTracker, the Commercial Property Price Indices (CPPI) and standardized Downloads.

OFR and FSOC will use the proposed contractor’s brand name product for the continuing mission to deliver an annual assessment of the state of the U.S. financial system, as required by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.

The period of performance for the purchase order is anticipated to be a twelve (12) month base period with four (4) option periods of twelve (12) months each. The total estimated value of this purchase order will not exceed the simplified acquisition threshold.
