The U.S. Census Bureau plans to contract Authentium/Command Software to provide continued software support services on a noncompetitive basis, citing the Federal Acquisition Regulation's provisions for justification. The contract covers support for specific software products, including the CAV Multiplatform Client with a quantity of 8610 licenses, CAV XTRA Free Home Use, and Gold Technical Support available 8-8 EST on weekdays via phone and email. This agreement will remain in effect until September 30, 2007, and includes all necessary updates and upgrades. The Census Bureau believes that Authentium/Command Software is uniquely qualified to meet these requirements and intends to move forward without a competitive solicitation unless a comparable source capable of delivering the services comes forward within 10 days of the notice. Interested companies with the ability to provide these software support services were invited to submit capability statements along with cost data for consideration, although no formal solicitation document is available and telephone inquiries are discouraged. This process is intended to assess the availability of alternative sources rather than to solicit binding offers. If no qualified responses are received by November 5, 2007, the Census Bureau may proceed to award the contract directly to Authentium/Command Software. The procurement falls under NAICS code 811212 and is managed by the Department of Commerce Census Office located in Suitland, Maryland, with Pamela A. Miller as the point of contact.
