LBNL 2025 Long Range Development Plan

The Lawrence Berkeley National Laboratory (LBNL) Vegetation Management Program (VMP), part of the 2025 Long Range Development Plan, involves a long-term initiative to manage wildland fuel and maintain vegetation across a 202-acre campus in Alameda County, California. Spanning approximately 20 years through 2045, the program includes the removal of grasses, leaf litter, invasive shrubs, and small trees using hand tools or grazers, as well as the maintenance of ornamental plants and the thinning of larger trees. Post-removal activities focus on restoration, such as erosion control and replanting with fire-resistant species. The project is governed by the California Environmental Quality Act (CEQA) and has been certified by the University of California, which serves as the lead agency. A critical component of this program is the Mitigation Monitoring and Reporting Program (MMRP), which mandates strict environmental protections to minimize impacts on biological and noise levels. Contractors must engage qualified biologists to conduct pre-construction surveys for special-status species, including the Alameda whipsnake, San Francisco dusky-footed woodrat, and rare plants like western leatherwood. Mitigation success is measured by specific performance criteria, such as a 75-percent survival rate for restoration plantings and the absence of invasive species. Additionally, the program requires the implementation of comprehensive noise and vibration control specifications to meet City of Berkeley standards, utilizing techniques such as improved mufflers and acoustically-attenuating shields. All project implementation and documentation must comply with established environmental mitigation measures and regulatory agency approvals.
