Liability Claims Adjusting Services RFP

Sacramento County is seeking a qualified Third-Party Administrator (TPA) to provide professional liability claims adjusting services from July 1, 2027, through June 30, 2030, with a potential three-year extension. The selected TPA will manage the investigation, evaluation, processing, and settlement of bodily injury, personal injury, and property damage claims, while coordinating litigation and subrogation activities. All services must adhere to the PRISM Liability Claims Administration and Defense Counsel Standards and relevant California Governmental Code provisions. The TPA is responsible for completing initial investigations within 45 days of the County's knowledge of a claim and must provide updates on changes to statutes and case law affecting the liability program. Qualified bidders must have at least 10 years of experience as a TPA for California public entities, specifically including law enforcement and employment claims, and must maintain an office within Sacramento County or within 35 miles of the County Administration building. The contract requires a principal adjuster with at least 10 years of experience in defending public entity claims and proficiency in the California Tort Claims Act. Evaluation of proposals is based on approach and methodology, relative cost, technical capability, responsiveness, and conformance to the PRISM standards and sample contract. The contractor will operate as an independent entity and must comply with California state laws, including economic sanctions and HIPAA regulations for protecting health information.
