The contract is for non-personal healthcare laundry and dry cleaning services at Madigan Army Medical Center and multiple Medical Treatment Facilities across Washington State, including Puyallup and Lacey, under a firm-fixed price arrangement for a nine-month period from July 17, 2026, to April 16, 2027. Services are deemed mission essential and must comply with a performance-based work statement requiring strict adherence to quality standards, including 24-hour turnaround times, separation of soiled and clean linens during transport, and compliance with ANSI/AAMI ST65:2008 for clean linen handling. All laundry must be sorted, folded, bundled, and packaged according to specified methods such as bundled, bagged on hanger, folded, flat work iron, and pressed, with exact bundle quantities mandated for items like blankets and pillowcases. Contractors must use commercial vehicles no older than five years with under 72,000 miles and must submit required documentation including a Laundry Procedures Manual, Health and Safety Plan, Chemical Products List, Quality Control Plan, and Antiterrorism Level I Training within specified timeframes after award. The contract operates under Wide Area WorkFlow (WAWF) for electronic invoicing and receiving reports with strict adherence to DFARS Appendix F and FAR 52.216-7 requirements. To be eligible for award, offerors must meet mandatory pass/fail technical criteria: demonstrated corporate experience through a completed or ongoing (six months active) contract with a government or civilian hospital or MTF; HLAC certification of the laundry facility valid within 30 days prior to award and maintained throughout the contract term; and qualified Launder Manager personnel meeting the PWS’s section 1.5.3.1 requirements. Past performance evidence within the last three years is required, and failure to meet any of these criteria results in disqualification.
