The City of Dallas is soliciting proposals under solicitation number BYZ26-00030369 to establish a one-year not-to-exceed service contract for the planning, production, coordination, and management of its annual Dr. Martin Luther King Jr. Parade, scheduled for January 18, 2027, with two optional one-year renewal periods, each valued at $100,000, for a total potential contract value of $300,000. Vendors must demonstrate substantial organizational capacity with proven experience in large-scale events in Dallas, submit a detailed DRIVE Plan promoting regional and inclusive vendor participation, present a feasible programming work plan with clear deliverables, define measurable evaluation metrics, and provide a transparent budget that accounts for the expected funding gap between the contract amount and actual parade costs, which the vendor must cover through fundraising. All proposals must be submitted electronically via Bonfire by the July 10, 2026 deadline and include mandatory exhibits, forms, and certifications such as the Application Form, Budget Form, Organization Information, Board Information, Summary of Qualifications, Business Information Form, Conflict of Interest Questionnaire, Living Wage Affidavit, SBE Affidavit, Local Participation and Workforce Impact Form, SBE Utilization Plan, and the Responsiveness Checklist, among others. Offerors are required to hold a Unique Entity ID and Employer Identification Number, certify legal status, and comply with all federal and state labor, non-discrimination, ADA, and confidentiality laws. The City reserves the right to award to the highest-ranked proposer based on a weighted evaluation scheme prioritizing organizational capacity at 40%, followed by the DRIVE Plan at 20%, programming work plan at 15%, evaluation plan at 15%, and cost and budget at 10%.
