NBLES Manuals

The contract calls for the development of Navigation Bridge Layout and Equipment System (NBLES) manuals for the T-ESD and T-ESB ship classes to ensure compliance with American Bureau of Shipping (ABS) Marine Vessel Rules (MVR), incorporating all modifications from prior technical updates including equipment replacements and interface changes for ECDIS, RADAR, and BNWAS systems. The work requires the contractor to produce both hard-bound and electronic versions of each manual, with electronic files submitted via DOD Safe in MS Word, PDF, AutoCAD 2022, and Excel formats, and physical copies delivered FOB destination to MSC Norfolk, Virginia. The contractor must conduct a kick-off and design review meeting, maintain and monthly submit a MS Project 2010 Gantt chart, and ensure all deliverables meet the Quality Assurance Surveillance Plan (QASP) standards, with rejected items requiring resubmission under P1A, P1B, P2A, P2B, etc., designations until accepted. Government-furnished information includes technical drawings, existing NBLES manuals, ABS service documentation, and templates for drawing and manual creation. Key personnel must not be dual-hatted, and the Project Manager must hold a bachelor’s degree and at least ten years of shipboard, multi-disciplinary project management experience. Resumes for all key personnel are required, and compliance with FAR clauses covering child labor, equal opportunity, trafficking in persons, sustainable products, security prohibitions, personal identity verification, Buy American, and other regulations is mandatory. The solicitation is a combined RFQ using Standard Form 1449, issued as a total small business set-aside under NAICS code 541330, with proposals due by June 12, 2026, and award based on the lowest priced technically acceptable (LPTA) offer. All bids must be in U.S. currency, in English, and free of standard commercial terms; non-responsive offers will be rejected. Invoicing must be processed through WAWF using specified DoDAAC codes, with payment directed to the Defense Logistics Agency. The period of performance runs from June 15, 2026, to September 1, 2026, with deliveries due by September 30, 2026.
