The United States Government intends to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract solely to Advanced Resource Technologies, Inc. (CAGE Code 0E9T1) for Multilingual Computing and Analysis Scientific Research, Development, Testing, Analysis, and Data Generation Support Services under the authority of FAR 6.302-5(b)(6), leveraging the Veterans Benefits Act of 2003. This sole-source action is justified because ARTI, a Service-Disabled Veteran-Owned Small Business (SDVOSB), possesses unique, non-replicable capabilities in low-density languages of military interest combined with advanced expertise in software engineering, artificial intelligence, machine learning, and computational linguistics, making it the only entity capable of meeting theArmy Research Laboratory’s critical research requirements. The contract, valued at an estimated $5 million over its full period including four one-year options, will support the development, integration, and evaluation of language technologies for U.S. Army systems, including mission-critical initiatives such as the Universal Translator – Maritime and Algorithmic Warfare Cross-Functional Team. Performance will occur at 2800 Powder Mill Road, Adelphi, Maryland, with deliverables defined by individual Task Orders that must adhere to specific metrics including BLEU, TER, and Word/Error Rates for machine translation and OCR accuracy as well as compliance with ARL Information Assurance and RDENET protocols. Though the notice is not a competitive solicitation, it functions as a Request for Information to determine whether other sources could meet the requirement; however, any responses received will only be assessed to confirm the feasibility of competition, which the Government has already determined does not exist. The Contracting Officer’s Representative, Deneise Jackson, serves as the primary point of contact and is responsible for evaluating deliverables, and the contract includes FAR 52.217-8 allowing for the exercise of up to four one-year options. The contractor must ensure all data and software deliverables comply with strict quality standards, secure handling procedures, and non-transferable proprietary linguistic and algorithmic knowledge, with no formal competition or pricing structure established due to the unique nature of the technical requirement and the statutory basis for sole-source procurement.

RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
