This acquisition, identified by solicitation number N0018926QL178, is conducted under FAR Part 12 as a commercial services procurement using simplified procedures, with no set-aside for small businesses. The work includes replacing aging Modicon PLCs and related components with modern Schneider Electric Ethernet-based systems, upgrading the Human-Machine Interface with FactoryTalk graphics, installing an 850 Utility Protective Relay, and integrating the new equipment into an enhanced Ethernet network, along with the full installation of the fuel storage system including polishing, transfer, and alarm mechanisms. Subcontracting plans are required for large businesses, though small business participation is not evaluated for award. Price reasonableness is the sole evaluation criterion, assessed through invoices, catalogs, and historical data; no non-price factors such as technical approach or past performance will be considered. Contract administration requires electronic invoicing through WAWF, and delivery is FOB destination. The contractor must deliver comprehensive As-Built documentation in both printed and AutoCAD formats, including single-line diagrams, control schematics, and component data sheets, with final acceptance conducted by NCDOC personnel. A wage determination reference (WD 2015-4341) is incorporated, and multiple DFARS clauses prohibit procurement from entities linked to the Maduro regime, Xinjiang forced labor, hexavalent chromium use, or untrusted electronic parts. All personnel must be cleared for secure facility access, and any business-sensitive information shared
