The equipment must be factory-new, commercially rated for outdoor use, and meet strict technical specifications including a minimum R-29 insulation value, NSF and UL certifications, EPA-compliant refrigerant, and the ability to maintain an interior temperature of -10°F. The unit must feature a heated door frame, magnetic gasket, interior safety release, and vapor-tight LED lighting, with a warranty of at least one year on panels and five years on the compressor. All submittals must be provided electronically through the PlanetBids portal by the August 19, 2026 deadline, and must include completed required forms, technical documentation, warranty details, and insurance certificates. The award will be made using the Lowest Price Technically Acceptable method, meaning only fully compliant bids will be considered, with price being the sole deciding factor among them. Local vendors qualifying with a City Business Tax Certificate and proof of principal business within Santa Rosa limits will receive a 1% preference. The vendor must maintain commercial general liability and automobile insurance of at least $1,000,000 per occurrence, workers’ compensation as required by law, and include a waiver of subrogation in favor of the City.
