The National Institutes of Health (NIH) Office of the Director intends to award a firm-fixed-price purchase order under solicitation number 75N98026Q00396 for a three-month period from June 1, 2026, to August 1, 2026. This contract, issued as a combined synopsis/solicitation without full and open competition, will be awarded non-competitively to Brigham and Women’s Hospital (BWH) in Somerville, Massachusetts. The purpose of the contract is to continue and operationalize ongoing research on multi-dimensional sleep health and DNA methylation signatures by retrieving 821 previously collected blood samples stored at BWH’s Biorepository, processing them into aliquots, performing quality control procedures, and shipping them to the NIH National Institute on Aging Laboratory of Neurogenetics for planned assays. This requirement builds upon a prior study involving sleep monitoring of approximately 1,000 participants from the Nurses’ Health Study III. A thorough market analysis determined that BWH is the sole provider capable of performing these specialized services due to their possession of the required stored samples and trained personnel. This procurement aligns with FAR Part 12.603 and FAR 6.302-3(a)(2)(ii) regulatory authorities and is not set aside for small businesses under NAICS code 541715. Interested parties may submit capability statements by May 30, 2026, but the government reserves sole discretion to proceed with this non-competitive award. All responses must include standard business and pricing information and be submitted as directed to the designated NIH contract specialists before the specified closing date and time.

IV. DESCRIPTION OF REQUIREMENT:

A. PURPOSE AND OBJECTIVES:

The purpose of the present request is to continue and operationalize this existing project by retrieving the previously collected blood samples from the BWH Biorepository, processing them into aliquots, and shipping them to the NIA Laboratory of Neurogenetics for the planned assays.

B. PERIOD OF PERFORMANCE:

OA anticipates a firm fixed price purchase order. This requirement shall consist of a 3-month base period. Period of performance will be June 1, 2026, through August 1, 2026.

C. PROJECT REQUIREMENTS:
The Contractor shall be responsible for preventative maintenance and on-demand repair services for parts and software. The service may only be completed by an authorized Original Equipment Manufacturer (OEM) service provider. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel,
material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:

SPECIFIC REQUIREMENTS:
The contractor shall provide a trained laboratory technician and research assistant to perform the following specific tasks:
• Retrieve 821 stored blood samples from biorepository
• Aliquot white blood cell samples into specified volumes and containers.
• Prepare 10% quality control samples
• Label, document, and perform quality control checks.
• Package and ship samples to the NIA Laboratory of Neurogenetics in compliance with biospecimen handling and shipping regulations.

V. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Brigham & Women’s Hospital, Inc is the only vendor in the marketplace that can provide the services required by NIH OD OA. The biorepository samples are currently with BWH, and they have the necessary trained personnel to handle the transport of the samples to NIA Laboratory of Neurogenetics for the planned assays. This work is not a new initiative but the continuation of an existing project. Assay kits have already been purchased under prior funding, and the current project is to obtain these specific samples required to complete the assays for answering the scientific questions.
In accordance with FAR part 10, extensive market research was conducted to reach this determination. Additionally, contacts with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, revealed no other sources. Finally, a review of the GSA Advantage, Dynamic Small Business Search, and previous government acquisitions returned no results that meet all of the requirements. Therefore, only Brigham & Women’s Hospital, Inc can meet the needs of this requirement.
