2) 100% Small business set-aside

3) See PSC and NAICS listed in the general information.

4)(i) Description - The following requirement is intended to be awarded to First WA Robotics Team as a sole-source procurement for fulfillment:

Advertisement Mix, First WA Robotics Team – League Sponsorship Level – Full Season

(4)(vii) FIRST Washington is the only practicable source for this partnership because the required services depend on official, statewide access to Washington’s FIRST robotics ecosystem, including FIRST LEGO League, FIRST Tech Challenge, and FIRST Robotics Competition teams, events, mentors, volunteers, and program infrastructure. FIRST Washington runs all aspects of FIRST programs within Washington State and the Pacific Northwest FRC District, and maintains the specialized event, field, volunteer, school, and team infrastructure necessary to engage students statewide. Direct sponsorship is the only way to accomplish this requirement and any other source would be an unnecessary third party.

Multimedia AdvertisingThe Connecticut Army National Guard is soliciting quotes for a firm-fixed price contract to deliver multimedia advertising services under solicitation W91ZRS26QA005, entirely set aside for SBA-certified Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) with a NAICS code of 541890 and a size standard of $19 million in average annual receipts. The contract aims to conduct a 12-month advertising campaign targeting Connecticut residents aged 17–24 and 25–35 to enhance recruitment awareness, with efforts spanning non-commercial sustaining announcements on radio and television at a 4-to-1 cost ratio, digital advertising across Google Display Network, Meta, TikTok, Snapchat, and geofencing platforms, and billboards. The vendor must procure ad space, coordinate placements, and ensure all creative materials comply with the ARNG Style Guide, Section 508 accessibility standards, and trademark usage rules. All digital campaigns must be run within Connecticut, use government-provided assets where applicable, include the National Guard website and toll-free number, and be tracked via unique links provided by the government. The vendor is required to submit a fully detailed quote with cost breakdowns for all services, including ad spend per month, administrative costs, and shipping expenses, with failure to provide a complete price structure resulting in a non-responsive offer. The award will be made to the most advantageous offer based primarily on price realism, with additional consideration for past performance and compliance. Monthly status reports, quarterly in-person strategy meetings in Middletown, CT, and weekly campaign optimizations are mandatory, and the contractor must provide real-time analytics and recommendations to improve performance. All campaign assets, source code, and deliverables become sole property of the government. The contractor must maintain a quality control plan, comply with all security and PII protection requirements under DFARS and DoD policies, and ensure personnel have proper clearance for facility access, though CAC issuance is not required under this contract. Quotes must be submitted by 1:00 p.m. Eastern Time on August 12, 2026, via email or fax to the designated point of contact, and offerors must be registered in SAM and include required FAR and DFARS clauses. Payments will be made via Wide Area Workflow within net 30 days, and all proposals must include completed representations and certifications as mandated by the Federal Acquisition Regulation.
