AI Contract Overview
The Naval Air Warfare Center Training Systems Division intends to sole source the procurement of furniture for Phase 2 of the Virtual Joint Environment for Tactical Training Systems (VJETTS) to Kimball International, the Original Equipment Manufacturer of the existing furniture system currently in use. This action is justified under FAR Part 8 and 13 procedures, specifically invoking FAR 13.106-1(b)(1) for other than full and open competition, based on the determination that only one source—Kimball International—is reasonably available due to the critical requirement for building-wide interoperability with existing system furniture, which non-OEM products cannot support. Market research conducted via a public notice on sam.gov yielded no alternative responses, reinforcing the sole source rationale. The procurement includes purchase, shipping, storage, transportation, installation, and integration of specific commercial furniture components listed in the Statement of Work, such as frame-mounted support traxx, pull-up tables, round laminate tables, and undersurface support rails, all to match existing configurations and be delivered complete and ready for use. Work is to be performed at the UCF Hyperspace Building in Orlando, Florida, with the period of performance beginning July 1, 2026, and all Phase 1, 2, and 3 tasks required to be completed by September 25, 2026. All work must comply with applicable federal, state, and local codes, including the Unified Facility Criteria, EM 385-1-1 Safety and Health Requirements Manuals, and 29 CFR 1910 Occupational Safety and Health Standards, with strict adherence to Lockout/Tagout procedures, electrical safety protocols, and the prohibition of live electrical work. Contractors must ensure all personnel are U.S. citizens, with access to certain areas requiring security clearance or escort, and must submit within seven days of award three copies of Safety Data Sheets, a Statement of Nonuse of Ozone Depleting Substances, an Accident Prevention Plan including Activity Hazard Analysis, a Work Schedule, bonding and insurance documentation, detailed personnel information including SSN and citizenship, and technical drawings in ACAD LT 2012 and PDF formats. Daily cleanup must be performed to control dust and noise, and power de-energization requires two weeks’ prior approval from the Contracting Officer. The contract includes design time at $69.88 per hour for 20 hours and labor for delivery and installation under normal business hours. Although the total contract value is
