Full Description

This is a Notice of Intent to Increase the Ceiling of Contract N66001-15-C-4045 to BAE Systems IESI, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 29 June 2015 for a performance period of 36 months. The effort under the contract is in support of the DARPA I2O Program, Edge-Directed Cyber Technologies for Reliable Mission Communication (EdgeCT), and involves innovative research in the area of resilient, mission-aware computer networking to investigate innovate approaches that enable revolutionary advances in science, devices, or systems. Under this additional effort, the contractor shall demonstrate sustained, end-to-end network performance of the Holistic Edge-Directed Reliable Mission Execution System (HERMES) during concurrent cyber-attacks against the hidden network core. This primary Phase 2 demonstration will be predicated on multi-homing of secure enclaves and will involve two semi-disjoint network enterprises, planned to be SIPRNet and the Cyber Mission Network Team (CMNT) network. The scenario will involve detection of cyber attacks and responses to network impairment that ensure continued mission effectiveness. This demonstration is planned to be hosted on the Joint Information Environment (JIE). The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA I2O could not have reasonably estimated the results and/or need for additional research under this program. This action includes a ceiling increase of approximately $284,380 with no change in length of contract performance. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contract Specialist, Mrs. Lynn Biedermann, Code 22530, Space and Naval Warfare Systems Center, Pacific who may be reached by telephone at +1 (555) 000-0000 or via email to contact@example.gov. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
