AI Contract Overview

The contract involves the establishment of a consortium to support research and development efforts aimed at advancing Forward Deployed Energy and Communications Outpost (FDECO) technologies. The Department of Defense, through SSC Pacific, is seeking a non-profit organization, including Federally Funded Research and Development Centers (FFRDCs), to serve as the consortium lead. The consortium will facilitate coordinated technology development efforts across government, industry, and academia, with the Government driving the selection and funding of specific initiatives. The process begins with the Government issuing Requests for White Papers (RWPs) to the consortium lead, who then solicits white papers from consortium members. The Government evaluates submissions and selects initiatives to proceed to a more detailed proposal stage, culminating in an agreement under an Other Transaction Agreement (OTA). This contract outlines a multi-step selection and tasking process where the Government retains ultimate decision-making authority regarding which technology initiatives to pursue. After selection, the Government issues a Request for Initiative Proposal (RFIP) to develop detailed proposals from consortium members. The consortium lead administers these proposals and enters into agreements with selected members, managing the execution of funded technology tasks. The initiative's technical work will be supervised by the Government's Agreements Officer Representative (AOR). Key dates include an extended deadline of June 22, 2017, for white paper submissions and the use of authorities under the National Defense Authorization Act to establish flexible contracting arrangements designed to streamline development efforts for FDECO capabilities.

Consortium Leads as sole proposers or as members of a team proposing a Technology Initiative may be permitted but will be subject to conflict of interest obligations in the OTA. Upon receiving a RWP from the Government, the Consortium Lead shall in turn issue a similar request to the Consortium member entities for Technology Initiative white papers, which the Consortium will review and evaluate. The Government solely will be responsible for the ultimate selection of white papers IAW the evaluation criteria described within the RWP. Upon selection of a white paper, the Government will develop a Statement of Work (SOW) and issue a Request for Initiative Proposal (RFIP) to the Consortium Lead for a proposal from the Consortium member entity(ies) selected. The Consortium member proposals shall be submitted to the Consortium Lead for review for completeness and format compliance under the RFIP. The Consortium Lead shall in turn prepare and transmit the Initiative proposal to the Government. Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
