The U.S. Embassy Singapore plans to award a sole source purchase order to OSYS Concepts Pte Ltd for the supply, delivery, and installation of customized commercial office furniture at the U.S. Naval Medical Research Unit Indo Pacific facility in PSA Sembawang Terminal, Singapore. The scope includes conference room sets, executive furnishings, visitor seating, lounge areas, storage and display cabinets, podiums, coffee tables, and other related furnishings, all requiring tailored design and commercial-grade quality. The contractor must provide full labor, materials, transportation, installation services, and a minimum one-year warranty for parts and service, with all work completed within five weeks of contract award. The total estimated value is SGD 46,871.09, inclusive of 9% GST, and performance is strictly limited to on-site execution within Singapore, requiring the vendor to be fully compliant with all local business licenses, registrations, and regulatory approvals. This acquisition is justified under FAR 13.106-1(b)(1) due to the unique requirement for an integrated, custom-designed solution that ensures consistent appearance, durability, fabrication precision, timely delivery, and comprehensive warranty support—qualities only OSYS Concepts Pte Ltd is currently capable of delivering. Although this is a sole source action, any responsible entity may submit evidence of capability to meet the government’s exacting specifications, including proof of prior projects of similar scale and complexity, before the response deadline of June 30, 2025. Submissions must be sent electronically to Kevin M. Phillips at SGProcurementRFQ@state.gov and will be evaluated solely to determine whether an alternative qualified source exists; the government retains full discretion to proceed without competition regardless of responses received.
