OPDAT: Hotel venue and services for The Indonesia Scam Center Workshop, Bali, July 2026

The U.S. Embassy Jakarta, under the Department of State, is seeking a contractor to provide comprehensive hotel venue and services for the Indonesia Scam Center Workshop in Bali, scheduled for July 7–10, 2026. The event requires a five-star hotel certified by Indonesia’s Ministry of Tourism and Creative Economy, located in the Kuta, Seminyak, or Legian area, with full facilities to accommodate up to 70 participants. Services include a pillar-free meeting room with classroom seating for 62, an operator table, registration desk, audiovisual equipment, two cordless microphones, a podium, standing microphone, Wi-Fi, power outlets, and on-site technical and banquet support. Catering must provide three types of snacks and a lunch buffet for 66 people daily, strictly adhering to Halal, no pork, and no lard dietary standards. Lodging includes twenty twin-bed rooms for four nights and two single rooms—one for four nights with dinner and one for one night. Airport transportation services for four round trips are also required. The contract is a firm-fixed-price award in Indonesian Rupiah, governed by Bank of Indonesia Regulation No. 17/3/PBI/2015, with payment to be processed through the U.S. Embassy Jakarta Financial Management Office. To qualify, offerors must be registered in the System for Award Management (SAM), submit a completed SF-1449 form including pricing (Section 1) and representations and certifications (Section 5), and provide additional technical information required in Section 3. Proposals must be submitted electronically via JakartaPCUBidding@state.gov in MS Word, MS Excel, or Adobe PDF format, with each file under 10MB; larger submissions must be split into multiple emails. The offeror must demonstrate responsibility, including adequate financial resources, necessary organization and qualifications, past performance with at least two relevant contracts in the last two years, and compliance with all Indonesian labor laws—such as BPJS Ketenagakerjaan and minimum wage requirements—as well as hotel security standards including CCTV, metal detectors, and emergency preparedness systems. The contractor must hold a valid SNI CHSE 9042 certification or equivalent, maintain all required Indonesian business licenses, and provide detailed facility layouts showing emergency exits and fire safety equipment. The selection will be made based on the lowest-priced, technically acceptable, and responsible offer, with the Government retaining the right to reject unreasonably high or low bids
