This contract establishes an Open Enrollment Master Price Agreement (MPA-91) issued by the State of Rhode Island, specifically under the Rhode Island Department of Transportation (RIDOT) and other state agencies as needed, to qualify vendors for the purchase, preventative maintenance, general maintenance, inspection, and repair of a broad range of heavy and specialized equipment. Covered equipment includes, but is not limited to, front-end loaders, backhoes, skid steer loaders, excavators, tractors, attachments, snow removal equipment, landscaping machinery, trailers, compressors, forklifts, heavy equipment tires, and related items primarily owned by RIDOT. The agreement period runs from September 6, 2024, to June 1, 2026, with an open enrollment structure allowing new qualified vendors to join during this timeframe; current vendors on MPA-91 need not reapply. Vendors respond electronically via the Ocean State Procures™ portal and must submit detailed documentation including vendor qualifications, certification questionnaires, and Minority Business Enterprise (MBE) participation acknowledgment forms. Proposals are evaluated primarily on a pass/fail basis for responsiveness, with the State reserving the right to award contracts based on the best interests of the government and cost considerations. Specific contract requirements mandate compliance with Rhode Island General Laws and the State’s General Conditions of Purchase, including insurance coverage (notably $20 million cybersecurity insurance for vendors handling protected health information), affirmative action adherence, confidentiality safeguards, and vendor certification of no conflicts of interest or collusive bidding practices. Services are performed within Rhode Island, with work issued through task-specific purchase orders under this indefinite-delivery indefinite-quantity (IDIQ) style master agreement, allowing state entities to procure needed equipment repair and maintenance services flexibly without fixed line item pricing. The primary contracting contact is M. Scott Stephens of the Rhode Island Purchasing Division.

MPA 419 FY26 OE Security Systems, Service, Maintenance and Parts
Solicitation # OEV26006172
The Rhode Island Department of Administration, Division of Purchases, is soliciting qualified firms for an Open Enrollment Master Price Agreement (MPA 419) to provide maintenance, repair, upgrade, and replacement services for security systems across all state agencies. This is a Request for Qualifications rather than a Request for Quotes, meaning the initial phase focuses on establishing a list of qualified vendors. The initial bid submission deadline is February 28, 2026, with contract awards beginning May 1, 2026. The initial term is for three years, with the possibility of two additional 12-month renewals. Following the initial award, new vendors may apply on a biannual basis. Selection is based on a pass/fail evaluation of qualifications; any failure in the required criteria will result in disqualification. Once the qualified vendor list is established, state agencies will issue mini-bids for specific scopes of work, and preference may be given to vendors offering the lowest rates. Awarded vendors must adhere to strict insurance requirements, including a $1,000,000 combined single limit for liability and automobile insurance, and $500,000 for crime coverage. Additionally, a contract administrative fee of up to 1% of the annual spend applies to all purchase orders under this MPA. All proposals must be submitted electronically via the Ocean State Procures portal.
