Pacific Amphibious Leaders Symposium (PALS) 2026 - Catering Opportunity

The Marine Corps is soliciting catering services for a net-working event tied to the Pacific Amphibious Leaders Symposium (PALS) on June 16, 2026, from 16:30 to 19:00 at the Daniel K. Inouye Asia-Pacific Center for Security Studies in Honolulu, Hawaii. The contract requires comprehensive on-site catering for approximately 200 guests, including heavy hors d'oeuvres served buffet-style, as well as full bar service for both alcoholic and non-alcoholic beverages. All food offerings must include clearly labeled vegetarian, vegan, and Halal options, and the contractor is responsible for complete cleanup of the venue by 20:00. The event will utilize provided buffet and high-top standing tables, with ice and sink facilities available onsite. This is a firm-fixed-price contract with performance limited to a single day, and the contractor must be registered in SAM.gov with a valid UEI and CAGE code if providing defense-related telecommunications equipment. The solicitation is a total small business set-aside under FAR 19.5, and only small business offerors are eligible to respond. All personnel involved must obtain a Defense Biometric Identification System (DBIDS) credential to access the secure facility, which requires U.S. citizenship or permanent resident status, and must complete Level 1 Antiterrorism Training within 30 days of access and annually thereafter. A full roster of employees with personal details and DBIDS pre-enrollment codes must be submitted prior to performance. The contractor is prohibited from employing current U.S. government personnel without prior approval and must comply with all applicable federal, state, and local alcohol service laws as well as Department of Defense security and health safety codes. Proposals must be submitted electronically via email to the designated points of contact by 8:00 PM HST on May 1, 2026, and must include complete pricing for three CLINs covering food, non-alcoholic beverages, and alcoholic beverages. Evaluation will be conducted under a trade-off approach, prioritizing technical acceptability as a gatekeeping criterion, followed by price reasonableness and past performance. The government will conduct 100% inspection at the destination for all performance deliverables, with zero tolerance for food safety violations, timely service delays, improper alcohol service, and inadequate cleanup. Payment will be processed through Wide Area WorkFlow using specified DoDAACs, and the award will be made without discussions to the most advantageous offer
