The Regional Procurement Support Office in Florida is preparing to issue a competitive solicitation for human resources and recruiting services aimed at supporting the institutional strengthening of the Bolivian Ministry of Government. The primary objective is to enhance the performance, efficiency, and transparency of the Ministry’s public service workforce, with particular attention to employees involved in narcotics control programs. The contract, to be established between the U.S. Government and the selected contractor but ultimately serving the Government of Bolivia, involves a phased approach to institutionalizing various offices and directorates within the Ministry. These phases include developing a strategic human resources framework, and institutionalizing offices ranging from the Vice Minister of Social Defense to the National Service for Immigration and Penitentiaries. The contractor is required to assemble a multidisciplinary team to conduct an in-depth assessment of human resources needs, develop an organizational structure, create an implementation plan, and manage merit-based recruitment in accordance with Bolivian laws and labor regulations. A key component of the contract is the execution of a competitive, merit-based personnel selection process. Importantly, offerors must be prequalified by the Bolivian Civil Service commission, as only proposals approved by the Government of Bolivia will be considered. Inquiries related to the solicitation should be directed to the Regional Procurement Support Office in Florida, not to the Office of the Procurement Executive.
