The Federal Transit Administration (FTA) has completed a streamlined competition process under OMB Circular A-76 for selected human resources support functions. This study, finalized on August 10, 2004, concluded that the performance of these human resources services will remain in-house, carried out by the incumbent government personnel consisting of 11 full-time equivalents (FTEs). Following this decision, the Contracting Officer will formalize the arrangement by executing a Letter of Obligation with the senior manager responsible for the commercial activity involved. This streamlined competition aligns with the revised OMB Circular A-76 guidelines effective May 29, 2003, which stipulate that no party may challenge any aspect of this process. The announcement marks the final decision on this matter, ensuring that human resources support functions at the FTA will continue to be managed internally rather than through an external contractor. The solicitation referenced, identified as "FTA-2A," reflects this administrative determination and consolidates the agency's approach to delivering these essential services within the Department of Transportation’s existing organizational framework.
