The Army Contracting Command–National Capital Region plans to award a sole source contract to SERCO, Inc. to extend services supporting the Defense Enrollment Eligibility Reporting System (DEERS) and Real Time Automated Personnel Identification System (RAPIDS) for Common Access Card (CAC) and military ID issuance within the Continental United States and overseas. This four-month task order requires SERCO to perform CAC and ID issuance services at key locations including the U.S. Army Human Resource Command’s BRAC site at Fort Knox, Kentucky, as well as provide staff augmentation at major military installations globally. The contractor’s responsibilities also include conducting mobile training programs for Site Security Managers and Verifying Officials, ensuring compliance with CAC/Public Key Infrastructure programs including Homeland Security Presidential Directive-12 and Personal Identity Verification requirements, and coordinating with relevant Army and Defense agencies to implement policies and procedures related to ID card issuance and support. The contract aims to address increased demand due to a growing eligible population served by DEERS, which includes military, civilian, contractor employees, and other federal agency personnel worldwide. Key government objectives for this effort include delivering superior customer service, ensuring accuracy and regulatory compliance in card issuance, achieving 100% proficiency among trained personnel through structured programs, and reviewing related organizational initiatives and their effects on human resource systems. This sole source award is justified under federal acquisition regulations citing only one responsible source available to meet these requirements. It is a short-term acquisition with the intent to transition to full and open competition thereafter. The contracting official overseeing this acquisition is Mark J. Yarboro.
