RANCHO DIAMANTE PHASE II SPECIFIC PLAN AMENDMENT

The California Department of Fish and Wildlife has authorized Rancho Diamante Investments, LLC under Fish and Game Code section 1602 to proceed with Phase II of the Rancho Diamante Specific Plan Amendment, which entails developing a new residential community featuring open space parks, water quality treatment infrastructure, and roadway improvements. The project includes incidental but regulated alterations to streambed and riparian zones through the replacement and installation of storm drain outlets, the construction of a new culvert for a new road, and the extension of an existing culvert to accommodate road widening. These activities will result in a one-time discharge into aquatic habitats, requiring mitigation and compliance under the Lake and Streambed Alteration Agreement. Additionally, the developer will construct an off-site flood control channel in upland areas south of the project site, designed to integrate with existing stormwater facilities at Simpson Road to enhance regional drainage and reduce flood risks. The project is coordinated through the City of Hemet, with primary oversight from the Community Development Director and environmental review handled by the California Department of Fish and Wildlife.
