Standard Agreement No. 26C840002 establishes a partnership between the County of Riverside and the California Highway Patrol to provide the agency with access to the Ben Clark Public Safety Training Center. Under this agreement, the California Highway Patrol is authorized to utilize the facility's firing range, classroom, and scenario village. Compensation for the use of these resources is based on rates adopted by the County of Riverside Board of Supervisors under Policy H-30, with costs calculated by the total square footage of the space used on an hourly, half-day, or full-day basis. This agreement serves as a continuation of the terms and conditions set forth in the previous agreement, which expired on June 30, 2026, and establishes a maximum reimbursement amount of 60,000 dollars. Because the project involves the use of existing facilities without any expansion or new construction, it has been granted a Notice of Exemption from the California Environmental Quality Act, as no direct or indirect physical environmental impacts are anticipated.

[Title continued:] Safety Training Center (BCTC), Riverside CHP is requesting to utilize the resources at the Ben Clark Public Safety Training Center (BCTC) for use of the firing range, Classroom, and Scenario Village. CHP agrees to compensate the County of Riverside (County) at rates established and adopted by the County of Riverside Board of Supervisors (County Board Policy H-30). Said rates are based on total square footage of all space utilized by CHP, on an hourly, half, or whole day’s usage. The Board previously approved Standard Agreement No. 23C093000 on August 29, 2023, per M.O. 3.30. That Agreement expired on June 30, 2026. CHP submitted the attached Standard Agreement 26C840002 (Agreement) which contains the same terms and conditions as the previous agreement. The new agreement establishes a maximum reimbursement amount of $60,000.00. The Standard Agreement with CHP is defined as the proposed project under the California Environmental Quality Act (CEQA). The project entails granting use of existing facilities at BCTC; no expansion of the existing facility will occur. No additional direct or indirect physical environmental impacts are anticipated.
