Recreational Management System

The Idaho Department of Parks and Recreation is soliciting proposals for a comprehensive, secure, cloud-based recreational management system. This system will utilize a single central real-time database with web-based interfaces to manage campground reservations, vehicle and vessel registrations, and retail sales. The project includes the provision of approximately 50 units of sales hardware and requires seamless integration with the state's Luma accounting system. The contract features an initial one-year term with the possibility of four one-year renewals, for a total potential duration of five years. Technical requirements are stringent, mandating 99.5 percent system uptime, FedRAMP-accredited cloud hosting, and compliance with NIST and FIPS 140-2 encryption standards. The contractor must provide a dedicated project lead and adhere to strict performance metrics for call center operations, including specific targets for hold times and abandon rates, with financial penalties for non-compliance. Award selection is based on a best-value trade-off method, with the highest weight placed on system demonstrations, followed by the cost proposal and scope of work. Proposals must be submitted electronically via the IPRO portal, consisting of separate technical and cost volumes.
