Request for Application for on-call Hygiene Services

The Oregon Department of Human Services Office of Resilience and Emergency Management is seeking qualified applicants to establish on-call Price Agreements for hygiene services to support clients affected by declared emergencies, disasters, or severe weather incidents throughout Oregon. The scope of work includes the provision and transport of restroom and shower facilities, waste removal, laundry services, comfort kits, and standalone bio, sewage, or grey water removal. These services are provided strictly on an as-needed basis, and the agency does not guarantee a minimum or maximum volume of work. Multiple agreements may be awarded with an initial term through June 30, 2027, and potential extensions up to seven years. Applicants must submit a comprehensive packet via OregonBuys by December 31, 2026, including certifications of legal authorization, tax compliance, non-discrimination, and a detailed outreach plan for certified disadvantaged businesses. Evaluation is conducted on a pass/fail basis regarding minimum qualifications and responsibility, followed by price negotiations for successful candidates. Awarded contractors must maintain specific insurance coverages, including general liability of at least 1 million dollars per occurrence and 2 million dollars aggregate, as well as automobile liability. Compliance with ADA standards and Oregon state laws regarding pay equity and wage non-discrimination is required.
