RFB 26-0001 ELEVATOR MAINTENANCE & REPAIRS SERVICES (ANNUAL CONTRACT)

The contract requires the maintenance and repair of sixty-seven passenger, freight, and inmate elevators across multiple City locations in Georgia, with services to be performed on a regular and systematic schedule by two certified Class 1 Elevator mechanics directly employed by the contractor. Performance includes weekly or biweekly inspections, lubrication, adjustment, replacement of worn parts, re-lamping of all signals, and emergency call-back service during regular and overtime hours. The contract spans three years with an option to renew for two additional one-year periods, contingent upon mutual agreement and a sixty-day written notice from the City prior to expiration. Pricing is fixed for the initial term, and any subsequent increases are capped at five percent with documented manufacturer justification; larger increases require case-by-case review. All costs—including shipping, freight, and handling—must be included in the bid price, and invoices must be submitted monthly per location to the Columbus Consolidated Government Accounting Division, referencing the bid number and purchase order number, with payment terms net thirty days. Contractors must provide comprehensive documentation including a Statement of Qualifications, Drug Certification, E-Verify/GSICA Affidavit, Conflict of Interest Affidavit, Federal Compliance Form, W-9, Business License, Insurance Certificates with specified coverages including $2 million pollution liability and $1 million professional liability, a Statement of Emergency Service, and signed acknowledgment of all addenda. The Contractor must indemnify the City against all claims, comply with federal regulations including the Build America, Buy America Act and Davis-Bacon Act, maintain clean uniforms for personnel, and ensure all equipment is new, in first-class condition, and properly packaged. The City may withhold payment for non-conforming work and grant a ten-day correction period; failure to remedy results in contract cancellation and re-awarding. A local business preference applies, favoring bids from Columbus-based firms up to two percent above the low bid for contracts under $50,000 and one percent above for larger amounts, with tie-breaking criteria prioritizing local presence, prior performance, Georgia residency, or, if necessary, a coin toss. All bids must be submitted electronically as a single file via DemandStar, and the awarded vendor must later provide one hard copy with original signatures.
