The Michigan Bureau of State Lottery is seeking two qualified, independent contractors to provide videography services for lottery drawings. The primary scope of work involves recording all Sunday midday and evening drawings, as well as other drawings as needed, at the WDIV-TV studios in Detroit, Michigan. The anticipated contract begins on October 1, 2026, with a base term of three years and two optional extension years. Award will be based on the best value, requiring a minimum of 80 technical evaluation points across criteria including availability, prior experience, service capabilities, and the vendor questions worksheet. Proposals must be submitted electronically via the SIGMA portal by September 21, 2026. Required documentation includes a Confidential Treatment Form, a Vendor Questions Worksheet, a completed Statement of Work (Schedule A), and a separate pricing proposal (Schedule B). All files must be in a modifiable native format and under 30 MB. The contract is non-exclusive and requires compliance with the Michigan Prevailing Wage Act and standard state procurement terms, including a four-year records retention requirement and a 45-day payment cycle for undisputed invoices. All deliverables must be shipped F.O.B. destination and are subject to a 30-day state review and acceptance period.
