RFP for Building and Civil Engineering Plan Review and Inspection Services

The Tulalip Tribes Planning Department is seeking proposals from qualified consultants to provide building and civil engineering plan review and inspection services for residential and commercial projects and civil infrastructure. The selected consultant will ensure compliance with the Tulalip Tribal Code, specifically TTC Title 7, and various International Building Code cycles ranging from 2015 to 2024. Key responsibilities include conducting inspections throughout the Reservation Monday through Friday from 7:00 am to 3:30 pm, providing emergency inspections as needed, and delivering initial plan reviews within two to four weeks. For non-conforming submittals, review letters must be submitted within fifteen calendar days. The scope also requires twice-monthly coordination meetings with planning staff and the potential to provide expert testimony in court or before a commission. Evaluation criteria include professional qualifications, directed experience, project management capabilities, past performance with government or tribal agencies, geographic proximity, and a preference for Indian-owned firms or staff. Applicants must provide a detailed cost breakdown of hourly rates and assigned hours per task, along with a list of similar projects completed in the last five years. The successful consultant must maintain professional liability insurance and all relevant professional licenses in good standing. The anticipated contract start date is December 2026, with a requirement for the consultant to be available to begin work in January 2027.
