RFQ 27-0928 Carolina Springs Park Master Plan

The Town of Holly Springs is seeking qualifications from licensed engineering and landscape architecture firms to provide professional master planning and design services for the 25-acre Carolina Springs Park located at 7300 Woods Creek Road. The project scope encompasses project management, existing conditions analysis, community and stakeholder engagement, and the development of three conceptual master plan alternatives. The final deliverable will be a preferred master plan that includes a detailed framework for future design, budgeting, and construction, along with planning-level cost estimates, a phasing and implementation strategy, and digital GIS/CAD files. All designs must incorporate ADA accessibility and universal design considerations. Firms will be selected based on demonstrated competence in accordance with North Carolina General Statutes, with a preference granted to resident firms. Evaluation criteria are weighted by project approach (40 points), firm qualifications and experience (25 points), key staff qualifications (25 points), and the proposed schedule (10 points). Cost and fee information will not be considered during the selection process; instead, the Town will negotiate a fair and reasonable fee with the most qualified firm. The anticipated contract award is expected in January 2027. Qualified respondents must submit a single navigable PDF file by November 4, 2026, and must provide proof of professional liability insurance exceeding 5 million dollars per occurrence and aggregate.
