RFQ-26-51 - Re-Bid - Bentonville Parks and Recreation 10 Year Master Plan

The City of Bentonville, Arkansas, is seeking a multidisciplinary consultant team through RFQ-26-51 Re-Bid to develop a comprehensive ten-year Parks and Recreation Master Plan. The selected consultant will provide expertise in long-range planning, landscape architecture, community engagement, facility and program analysis, and financial planning to guide land acquisition, capital improvements, and the development of amenities for a community of over 65,000 residents. This project is being conducted in partnership with the Walton Family Foundation Design Excellence Program to help the department achieve a Gold Medal level of operation. The anticipated performance period runs from January 15, 2027, through Fall 2028, with a total project duration of 15 to 18 months. Submissions must be delivered as a sealed physical hard copy and a digital copy on a flash drive by October 15, 2026. Required documentation includes a signed letter of interest, a statement of qualifications, a non-collusion affidavit, an illegal immigrant certification, and the firm's equal employment policy. The City will select the best qualified respondent based on project approach, team capacity, and submittal quality, excluding price from the initial ranking. Once the highest-ranked respondent is identified, the City will negotiate the detailed scope of services, project schedule, and fees. Selected consultants must maintain at least 1 million dollars in professional liability insurance and ensure all facility evaluations meet or exceed ADA standards.
