Robotics Lease

Appalachian State University is soliciting proposals for a three-year operating lease of a robotic vacuum (CenoBot SP50 or equivalent) and a robotic scrubber (CenoBot L50 or equivalent), including all necessary accessories, freight, on-site training, and ongoing maintenance. The contract, issued under RFP55-072126 on July 21, 2026, with proposals due by August 4, 2026, at 2:00 PM, requires vendors to deliver equipment to the university’s campus in Boone, North Carolina, with a contract effective date of September 1, 2026. Delivery must occur on or about August 15, 2026, under FOB-DESTINATION terms, meaning the vendor retains ownership and financial responsibility for the equipment until it is accepted at the university’s location. Acceptance is contingent upon inspection confirming compliance with mandatory safety standards from UL, ASME, AGA, and NEMA, as well as adherence to OSHA and federal environmental regulations; the CE label is explicitly prohibited. The vendor must provide visible, legible certification labels at their own expense, and all equipment must be new and free of defects. The solicitation requires completed attachments including Pricing (Attachment A), North Carolina General Terms and Conditions (Attachment C), HUB Certification (Attachment D), Customer References (Attachment E), Certification of Financial Condition (Attachment G), and other supporting documentation. Vendors must disclose personnel locations, submit financial certifications, and provide references as specified. Background checks for personnel may be mandated, and any criminal or regulatory issues involving the vendor or its staff must be disclosed immediately. Substitutions of key personnel require prior written approval, and subcontractors are subject to all contractual obligations. Proposals must be submitted in hard copy only—no email, fax, or electronic uploads are permitted. The vendor is responsible for all shipping costs, and payment is due only after formal acceptance, under standard net-30 terms, with invoices submitted monthly on official letterhead to the university’s controller’s office. Evaluation will be based on a best value trade-off, considering technical capability, vendor experience, delivery reliability, references, and price without assigned weights or numerical scoring, and alternate proposals are permitted if self-contained and clearly labeled. The contract includes continuing representations and obligations throughout its term, with termination rights reserved for non-compliance or material breaches.
