AI Contract Overview
The Defense Commissary Agency is soliciting sealed bids for the sale and disposal of recyclable materials—including Old Corrugated Cardboard, plastic film, and office paper—from 159 commissary locations across the Continental United States and Alaska under a five-year contract period from June 1, 2026, to May 31, 2031. This procurement, issued as an Invitation for Bids under 10 U.S.C. § 2577 and 41 CFR Part 102-38, is exempt from the Federal Acquisition Regulation and operates under General Sale Terms and Conditions and Special Conditions of Sale as outlined in Standard Form 114C. Bidders may choose to submit a national bid covering all locations or bid on one or more of five defined regional areas. The evaluation method is based on the highest blended percentage yield, calculated by applying the bidder’s proposed percentage rates for each commodity to baseline market values derived from RISI for cardboard and RecyclingMarkets.net for plastics, then summing total projected revenue and dividing by total baseline value. All bids must include completed SF 114, SF 114B, and Table One bid schedule, submitted via email to rakeeb.craig@deca.mil no later than June 2, 2026, at 3:00 PM EDT, with the inquiry deadline extended to May 28, 2026, at the same time. Bidders must possess an active SAM.gov registration, provide a valid Tax Identification Number, and certify that prices were determined independently without collusion. The property is sold “as is, where is,” with no government warranties on quantity, weight, or condition, except for specific plastic specifications outlined in Exhibits A and B. Plastic bales must meet strict A, B, C, or Mixed Color grades with prohibitions against contaminants like black film, PVC, bottles, metal, or moisture. Cardboard bales must comply with OCC #11 specifications, with prohibitive materials limited to 1% and total outthrows plus prohibitive materials not exceeding 5%. Office paper may be mixed with OCC bales. Contractors are responsible for all pickup, removal, and transportation logistics, must provide pickup receipts and certified weight tickets, and submit photographic evidence of non-conforming plastic bales within 48 hours of inspection. Use of DeCA forklifts is restricted to emergencies with prior officer approval, and contractors must
